Born in La Cabaña, Mateo's father was shot dead by the Altivebrio Defense Forces three years before his birth. Mateo joined the Arporleber in 1980, and joined the Military of Alconbria in 1984, and served 7 years in the front lines, before being promoted to Colonel in 1991. He then worked under General Lita Troveniz, and prevented a Guatemalan invasion.
After the war, he joined the Alconbria People's Party, and President Ernesto Titeriez nominated him as the Minister of Foreign Affairs in 2012. In 2013, he purchased a 50 acre land in the Metsarbarros; which is allegedly said to contain a sacred Injeiran temple; which he planned to demolish. Over 85 Malpuros protested against the demolition by covering up the temple, but de Garcia ordered the demolition to go as planned; which resulted in the death of 78 Malpuro protestors and the arrests of the rest others. Subsequently, Mateo ordered M590923 to be demolished without reason, rendering over 1000 Malpuros homeless in 2013.
