She was born in London in 1958 to Rubén Narváez, a defense engineer and Samantha Narváez, a British Jewish neurosurgeon. She completed her higher education in the United States of America. She, along with her parents moved to the Territory of Alconbria in 1992, and in 1993, her father established the Alconbria Military Industries, while her mother worked as a professor in an university. She completed her volunteer military training in 1996, reaching to a rank of Major, though she never fought during the Altivebrian Civil War, and was placed in reserve during her training session.
In 1997, she joined the political wing of the Alconbria Liberation Council, and also worked in the executive board of the AMI, along with her father. In 2000, the government created the Rega Armilaro Corporation, and Eloisa worked in the executive board, along with her father, who was the CEO. After the Chairman retired in 2005, Eloisa was promoted to CEO, and her father became the chairman. During her rule, the RAC expanded business to international markets, and in 2010, had a net profit of US$ 405 billions. In 2013, she acquired the Harmonio Music Company for an undisclosed amount of money, and 2015, purchased two thirds of the shares of Ebene, a luxury goods holding company. She has a Black Contract with the ETRA, disclosing her assets and net worth from the public.
As of 2016, she lives in her estate in Los Bruinez, along with her husband and children. In 2011, one of her helicopters crashed en route to her mansion, killing the two pilots and an aide. She payed 10 million moneros to each victim's families as compensation.
